Advocacy and Coordination

Description: Includes records relating to activity that aims to advance Western Canada's interests in national policies, priorities and program through coordinating effective responses by key stakeholders reflecting improved understanding and awareness of regional issues and opportunities. Records may include information pertaining to research and analysis on national and/or regional issues and priorities, western economics and sector profiles, interests of key partners and stakeholders, and western capabilities. Records may also include information pertaining to Cabinet affairs, such as briefings and responses to House of Commons or Senate questions, petitions and motions. In addition, records may include information related to Western Economic Diversification Canada's engagement of stakeholder to lever long-term industrial development and economic activity in Canada through Industrial Technological Benefits/Value Proposition as they apply to defence procurement and related industries. May also include information pertaining national funding approvals federal/provincial economic agreements, and amendments if required, as well as information pertaining to federal/provincial negotiations concerning mutual priorities, industry sector-specific agreements, correspondence with other federal departments, authorities, and funding proposals.
Notes: All Economic Regional Development Agreements were completed in 1994; the Urban Development Agreements concluded in 2010; all Northern Development Agreements were completed in October 2011; and all Western Economic Partnership Agreements were completed in September 2013. Western Economic Diversification Canada transferred the majority of files pertaining to the Urban Aboriginal Strategy Program to Indian and Northern Affairs Canada and is no longer responsible for the delivery of this program.

Business Productivity

Description: Includes records relating to initiatives that strengthen the overall innovation system in the West through capacity building in support of commercialization of knowledge-based products, processes and services. Records may include information pertaining to Western Diversification Program project proposals and funding approval within this program, and amendments if required.
Notes: Previously entitled Innovation Capacity Building. The Innovation and Community Investment Program expired on March 31, 2005 and the Canadian Foundation for Innovation Support Program was discontinued in 2007.

Business Services

Description: Includes records relating to initiatives that support western Canadian businesses, business service providers, industry, and research organizations to undertake initiatives to enhance business productivity, competitiveness and growth of western Canadian small and medium-sized enterprises. Records may include information pertaining to funding of the Western Canada Business Service Network (WCBSN) partners, and amendments if required. May also include information pertaining to the WCBSN, such as: regional and pan-western initiatives, research and studies, internship programs, meetings and conferences, investment funds, and regional issues. Records may also include Western Diversification Program project proposals and funding approvals within this program, including the Economic Development Initiative (EDI). Community Development

Description: Includes records relating to initiatives that strengthen the viability of the local economy, enhance community capacity, and increase the participation of community members by encouraging and supporting them in grassroots economic development. Records may include information pertaining to funding approvals for the Francophone Economic Development Organizations (FEDOs) in Western Canada, and amendments if required. May also include information pertaining to the FEDOs, such as: regional and pan-western initiatives, information, research and studies, internship programs, meetings and conferences, and regional issues. Additionally, records may include information to Western Diversification Program project proposals and funding approvals within this program, including the Economic Development Initiative and amendments if required.

Community Futures Program

Description: Includes records relating to the Community Futures Program in western Canada, which builds the capacity of rural communities to realize their full economic potential by aiding the development and implementation of local solutions to local problems. Records may include information pertaining to national funding approvals for the Community Futures Program delivery in the West, and contribution agreements with the individual Community Futures Development Corporations (CFDCs) and provincial Community Futures associations for operational funding and/or specific projects, including amendments if required. May also include information related services provided to rural entrepreneurs by individual CFDCs, including: business counseling, loan programs and services targeted to entrepreneurs with disabilities (Entrepreneurs with Disabilities Program), or other community economic development or economic adjustment funding programs or initiatives, annual reporting requirements, governance structures, and program audits and evaluation reports.
Notes: The Western Youth Entrepreneurship Program was discontinued in February 2001.

Economic Analysis

Infrastructure Programs

Description: Includes records relating to community infrastructure funding in Western Canada to meet the Government of Canada's commitment to growth and the quality of life of Canadians. Infrastructure projects included the development of roads and bridges, transit systems, water and sewer facilities, municipal buildings, community, cultural and recreational facilities, educational facilities, green projects and other social infrastructure. These records may include information pertaining to national funding approvals for infrastructure funding, federal/provincial agreements and amendments if required, negotiations with provincial governments, federal/provincial infrastructure secretariats, memoranda of understanding, program criteria, and project information.

Targeted Economic Initiatives

Description: Includes records relating to economic activity in western Canadian communities, on a temporary basis, through targeted economic stimulus or adjustment, to provide timely response to the most pressing locals needs, consistent with government priorities. Records may include information pertaining to the Government of Canada's economic stimulus activities in specific industry sectors affected by economic downtowns or as a result of environmental conditions, or economic recovery and investment programs, national economic policy/project development and implementation, initiatives with Community Futures Development Corporations, and federal/provincial consultations and collaborative projects. May also include information relating to such economic adjustment activities, such as: the Community Adjustment Fund, the Red River floodway in Manitoba, the West Coast Community Adjustment Program for coastal communities in British Columbia, Mountain Pine Beetle Program, and other similar programs or initiatives.
Notes: The Canada-Manitoba Partnership Agreement on Red River Valley ended on March 31, 2005, and the flood assistance office closed on March 31, 1999. The Softwood Industry Community Economic Adjustment Initiative ended on March 31, 2005. All projects funded under the Community Economic Diversification Initiative were completed by March 31, 2010.

Technology Commercialization

Description: Includes records relating to initiatives that aim to increase the commercialization of knowledge-based products, process and services in Western Canada. Trade, Investment and Market Access

Description: Includes records relating to initiatives that enhance western Canadian small and medium-sized enterprises, research institutes and industry associations' international business engagement and attracts investment to the region, including opportunities linked to government procurement. Records may include federal/provincial trade missions and trade teams, western Canadian trade tours, trade consortia, Asia-Pacific and continental trade corridors, current trade issues, trade agreements and negotiations, World Trade Centres, the United States Enhanced Representation Initiative (ERI), trade initiatives including trade and product shows, and investment attraction and market penetration. Records may also include information pertaining to Western Diversification Program project proposals and funding approvals within this program, and amendments if required. May also include information relating to federal procurement activities with respect to Major Crown Projects and Industrial Technological Benefits, WD procurement activities in conjunction with the western provincial governments, plans and correspondence pertaining to policy-oriented issues or agreements among the provinces, provincial procurement initiatives, federal procurement projects, descriptions, statistics and other related materials.
