10.2 – Departmental Plan and Departmental Results Report
Departmental Plan (2019-20)
- The Departmental Plan is a department’s annual spending plan and describes priorities, planned results and associated resource requirements for a three-year period. It links the organization’s priorities to the department’s core responsibility, departmental results, programs and related performance indicators. It is a required part of the federal budgetary cycle.
- The President of the Treasury Board tables all Department Plans in Parliament. Ministers are accountable for their plans and must respond to questions on content and format.
-
WD’s 2019-20 Departmental Plan identifies the following priorities to support economic development in western Canada:
- Grow West: The Western Canada Growth Strategy: Co-created with economic leaders in western Canada, Grow West provides a framework to seize economic opportunities.
- Cluster Growth: Building critical mass in sectors drives innovation, increases economic productivity, and stimulates new businesses.Footnote 1 WD focuses on agri-food, life sciences, clean technology, and electrification of heavy vehicles.
- Inclusiveness: Focus on increasing the economic participation of groups with lower rates of economic participation, such as Indigenous peoples, women, and youth.
- The 2020-21 Departmental Plan will be developed in the fall of 2019, submitted to the Treasury Board Secretariat in February 2020, and tabled in Parliament before March 1, 2020.
- The Minister responsible for WD will review the 2020-21 Departmental Plan in January, 2020, with approval to follow.
Departmental Results Report (2018-19)
- Departmental Results Reports provide Canadians with a clear view of the results achieved by departments and the resources used to achieve those results. They report on progress made towards objectives set in the corresponding Departmental Plans. The Departmental Results Report is part of the federal government budgetary cycle and is a primary instrument of accountability to Parliament and Canadians.
- Each fall, the President of the Treasury Board tables the Departmental Results Reports in Parliament for all departments. The reports allows departments to "tell their story" of accomplishments to demonstrate value for Canadians.
- The 2017-18 Departmental Results Report is the most recent available, and is published on WD’s website. The President of the Treasury Board is expected to table the 2018-19 Departmental Results Reports in Parliament in early 2020.
- The draft 2018-19 Departmental Results Report will be provided to the Minister’s office for review and approval in November 2019.
